so should always go straight to war economy. The facists and communists don't have this problem. So as the world tension goes up the democracies can slowly increase their war economy. There are several types of tanks which can fill several roles, so you should evaluate your situation and choose a type of tank accordingly. They need to justify to their populous that it's neccessary for the government to step in and have ford stop making cars and start making tanks. The most powerful force on the battlefield in Hearts of Iron IV are the tanks. War Economy is the best law you can have, but the democracies are not able to take it directly because they don't control the means of production. Consumer goods are a limitation that you can adjust throughout the game using your economic laws. Of course there's no use for consumer goods to *you.* you're not the consumer. I don't see any use for Consumer goods in the game, so this Law only has downside, why would you ever chose it if all it gives you is negative things and blocking your factories that you could use for other stuff. Since it blocks 30% of your civilian factories to produce consumer goods and reduces building speed and so on.
